Small Enterprises Technology Upgrading Program (SETUP)


The  DOST conceived SETUP to consolidate all technology transfer and  commercialization efforts of the Department. SETUP is a nationwide strategy to encourage and assist MSMEs in adopting technological innovations. The program also aims to enhance operational efficiency and boost productivity and competitiveness, producing human resource that is adept on use of its skills, as well as operations that maximize efficiency. SETUP is DOST’s key strategy to stimulate investments in urban, sub-urban and rural areas. The services aim to increase competencies, efficiency and productivity of techno-based industries and stakeholders. The program focuses on assisting MSMEs through:
  • Technology acquisition and upgrading
  • Technology training
  • Technology consultancy services
  • Packaging and labelling services
  • Testing and calibration services
  • Networks and  linkages for raw material sourcing, market, training, financing, equipment design and fabrication

DOST-MIMAROPA Profile

History of the MIMAROPA Region

MIMAROPA is the youngest among the 17 administrative regions in the country consisting of five provinces: Occidental Mindoro, Oriental Mindoro, Marinduque, Romblon, and Palawan. It was created as a separate region through Executive Order 103 issued on May 17, 2002 to accelerate social and economic development and improve the delivery of public services. Among the region’s provinces, Palawan is the biggest, accounting for almost 54.7% of the region’s total land area while Marinduque is the smallest with an area of only 934.7 square kilometres or barely 3.4% of the total land area of the region.

MIMAROPA’s strongest potentials are on agriculture and eco-tourism. Forty percent of the Gross Domestic Product (GDP) comes from agriculture and fishery. It also intensifies food production not just for the region but for CALABARZON and Metro Manila areas as well.


On September 2007, then DOST Secretary Estrella F. Alabastro signed a memorandum separating the management of DOST-MIMAROPA from DOST-IV with a common administrative personnel sharing with DOST-CALABARZON. DOST-MIMAROPA holds office at the DOST Complex in Bicutan, Taguig City with its first Regional Director, Dr. Ma. Josefina P. Abilay.

Laboratory Testing and Analysis. Quality testing services in physical and chemical analyses.

Technology  Training.  Firm-level  capability  building training  or  training  for  LGUs,  NGOs,  and  POs  and  other interested individuals or parties.

Consultancy for Agricultural Productivity Enhancement (CAPE)  Program.  Enhances  agriculture  and  aquaculture farm productivity.

Manufacturing  Productivity  Extension.  Increases the  productivity  of  MSMEs  through  enhancement  of production process.

Cleaner Production Technology  (CPT), cGMP, HACCP, Food  Safety,  and  Energy  Audit  Consultancy.  Assist MSMEs  to  improve  public  and  workers’  health  and safety,  protect  the  environment,  and minimize  energy utilization.

Science  and  Technology  Experts  Volunteer  Pool Program (STEVPP). Deploys experts to MSMEs for technical advices and similar technical assistance.

DOST-Academe  Technology-Based  Enterprise Development  Program  (DATBED).  Promotes  tertiary students  and  out-of-school  youths  into  technology-based enterprises.

Technology Investment Fora and Clinics. Disseminates information  to  encourage  commercialization  of technology innovations.

S&T Human Resource Development Program. Grants scholarships  in  BS,  Masters  or  Doctorate  degrees  to Filipino students, teachers, and professionals.
